NIST Smart Grid Interoperability Panel (SGIP) Update SGIP is a public-private partnership initiated by the National Institute of Standards and Technology (NIST) to help fulfill NIST's responsibilities under the Energy Independence and Security Act for development of interoperability standards for the smart grid. With 1600 members, the SGIP is lead by its plenary officers, NIST, and a Governing Board that includes members who represent the diverse set of stakeholders involved in the electric system, including investor owned and municipal utilities, major equipment vendors and software companies, and consumer electronics and appliance manufacturers. Mr. Widergren will provide an overview of the efforts underway by NIST and the SGIP to advance interoperability standards that will enable a smarter grid.

Nuclear Issues Subcommittee The Obama Administration is proceeding on its course to terminate the plan to develop a nuclear waste repository at Yucca Mountain. This consists of requesting no budget for the project in the FY 2011 DOE budget, disbanding the office that had managed the disposal program, withdrawing the license application from the Nuclear Regulatory Commission and convening a Blue Ribbon Commission on America's Nuclear Future (BRC.)
NARUC has taken some legal steps to prevent the Yucca cancellation. NARUC General Counsel will report on those actions, as well as the proposal to suspend fee payments to the Nuclear Waste Fund.
The BRC is engaged in its work to evaluate alternatives for storing, recycling and disposal of both commercial and government readioactive waste. NARUC made a presentation to the BRC to reform the Nuclear Waste Fund which is not working as intended. We also reminded the Commission of the federal liability over contracts to dispose of the waste.The BRC plans to have a draft report by July 2011 and a final report by early 2012. It is almost certain that legislation will be required.
This session will also look ahead to the prospects for new nuclear investments and have a presentation on the interest in small modular reactors.

Clean Coal Technologies: What Will We See in Our Lifetime? Although there has been considerable growth in the reliance on renewable energy resources, coal represents the nation's most abundant and cost effective, energy resource, and many parts of the country need to rely in the near term on coal as a major source of energy. Let's forget the debate for a minute about greenhouse gas consequences and concentrate on what is possible for clean coal in the near term future. This session will explore the commercialization of Carbon Capture and Sequestration and what can we expect in near term future on Clean Coal technologies, and will feature a panel discussion of the historic Coal Ash Disposal regulations proposed by EPA and an update on DOE demonstration projects and activities of the Carbon Sequestration Regional Partnerships.

Modernizing and Greening the Grid: The Challenges of Transmission Planning and Renewables Integration
The American Recovery and Reinvestment Act of 2009 provided the Department of Energy with substantial resources to fund interconnection-wide transmission planning throughout the country. In both the Eastern and Western Interconnections, major efforts are now underway to bring together stakeholders toward the goal of developing a large-scale plan for identifying the long-term transmission needs of the country. This primarily technical planning effort is accompanied by a companion process in which regulators representing the disparate regions that are being brought together in the planning effort can provide oversight and guidance to that effort.
At the same time that this interconnection-wide transmission planning effort is getting actively underway, FERC has issued a Notice of Inquiry seeking comment on the extent to which barriers may exist that impede the reliable and efficient integration of variable energy resources into the electric grid and whether reforms are needed to eliminate those barriers. Indeed, many regulators at the state level are as concerned as FERC is that increasing reliance on intermittent renewable resources could cause reliability concerns if it is not accompanied by the simultaneous adoption of complementary technologies that will provide considerably more real time information, better weather forecasting, enhanced system buffering capability and quicker demand response than is currently available on a large scale.
This session will explore the challenges posed by these major policy initiatives. In particular, the session will address the progress being made by control area operators in the development of new tools and techniques and of creative tariff provisions, which, in the aggregate, will speed the process of planning for system growth and reliability and allow grid operators in both traditional and organized markets to respond to the rapidly changing physical and regulatory environment in which they operate.

The Sustainable Electricity Future: The Role of Distributed Renewable Power Resources The sustainable electricity future will necessarily take advantage of increasing amounts of distributed, de-centralized renewable power resources. Already, thousands of Americans have solar panels on their rooftops, and commercial applications of photovoltaics are increasing apace. This does not mean that all of our electric needs can be supplied by distributed renewables, but an ever increasing percentage of those needs almost certainly will be.
This session will address a number of the primary institutional and technological barriers to the wider deployment of distributed renewable power resources. It will also showcase some innovative programs that promise to facilitate and expand that deployment.

The Sustainable Electricity Future: The Key Role of Storage in the Integration of Renewables
The sustainable electricity future will necessarily rely on a dramatic expansion in the use of renewable and other non-polluting generation technologies. However, many of these generation technologies are either innately variable in their output (e.g., wind, solar) or are either "on" or "off" (e.g., geothermal), such that maximizing the cost-effective use of these technologies will necessitate reliance on other technologies to buffer the variation between when electrons are generated and when they are consumed.
This session will explore the potentially key role that electricity storage can play as such a buffering technology. Speakers will address the policy obstacles to increased reliance on storage technologies, the ultimate cost-effectiveness of storage and the range of revenue streams that storage technologies can provide. The speakers' presentations on the emerging role for storage will be followed by reactions from several key individuals whose work is focused on assuring grid reliability.

There is broad agreement on the need to develop new technologies to help ensure an affordable, reliable, and sustainable energy future. However, promising technologies have to bridge during their development what is sometimes called "the valley of death" between the laboratory and commercialization. Feed-In Tariffs and Other Tariff Designs as the Tools for Ramping Up Renewable Resource Development Feed-in tariffs are gaining momentum in the U.S. renewable energy policy sphere. Popular in Europe, feed-in tariffs have spurred dramatic renewable energy growth in Germany and Spain by providing guaranteed payments with long-term contract and interconnection to the grid for renewable energy generators. Vermont and California, among other states, are already using feed-in tariffs and many other states are considering implementation. But this policy has faced opposition in the U.S. Some argue against the legality of setting payments above wholesale rates, and that renewable energy may be more cost efficiently developed with other policies and financial tools. This panel will explore the basics of a feed-in tariff, the players, its efficacy and cost impacts, challenges with large-scale renewable grid integration, and discuss other potential tools to encourage renewable energy growth.

Between a Rock and a Hard Place - The Growing Cost of Energy Pipeline Safety Implementation of the New Distribution Integrity Management (DIMP) Rule
During this session, NARUC will host a panel of experts to frame a growing public safety dilemma which has been created over time by increased public and legislative demands for increased public safety and environmental protection surrounding energy transportation by pipelines. With over 2.5 million miles of pipelines in our country, our communities coexist with the transportation of hazardous energy products daily. Living safely with the energy pipeline network upon which they so depend is a rising challenge. The growing use of natural gas, and the virtual dependence of our transportation sector on fuels moved dominantly by pipeline, clearly indicates that this dilemma will continue to grow in the future. Over the past ten years, the U.S. Congress has demanded a wide array of new regulatory requirements that have demanded significant new investments by the energy transportation sector. These investments coincide with the growing downward pressure on rates established to recover such investments. This panel will present the relevant issues in an effort to find creative solutions to solve the dilemma.

Liquefied Natural Gas (LNG) and the Interaction of LNG and Shale Gas--What is Next for America? Joint Session with Committees on Critical Infrastructure and International Affairs.
Since the beginning of this decade Liquefied Natural Gas (LNG) was thought to be a key element in maintaining a critical commodity balance in light of materializing conventional gas fields in North America. However, the shifting geography of North American natural gas supply, including increased production coming from unconventional natural gas shale plays, is having a material impact on US LNG imports. According to the Department of Energy (DOE) Energy Information Administration's (EIA) Annual Energy Outlook 2009, U.S. LNG imports are expected to increase over the next several years, peaking at 1.5 trillion cubic feet in 2018, and then declining to 0.8 trillion cubic feet in 2030. Accordingly, ample domestic natural gas supplied and higher LNG world prices could reduce the need for large-volume U.S. LNG imports beyond 2018.

Reforming Intercarrier Compensation Payments for Access to Higher-Cost Narrow-Band Voice Networks to Lower-Cost Internet-Protocol Networks The National Broadband Plan proposes to move all network interconnection rates to a single uniform rate over a ten-year period. This may result in cost reductions for some carriers for intrastate services but result in revenue losses for other intrastate carriers. Funding the National Broadband Plan Through Federal Universal Service Fund Reform of the High-Cost Fund
In 2009, Eligible Telecommunications Carriers were provided with approximately $4.3 billion of Universal Service Fund High Cost program support. The National Broadband Plan provides that the FCC should take action to shift up to $15.5 billion over the next decade from the current High-Cost fund program to broadband through several "common sense" reforms. This would eventually end support for voice-only networks, and would instead support a broadband platform that enables many applications, including voice, and would shift funding from existing programs to advance the universalization of broadband. The discussion will explore what these proposed reforms to the USF High-Cost fund may mean to industry, consumers, and state regulators. What will the transitional impacts be, and how can we ensure that consumers continue to enjoy and benefit from broadband and voice services that are available today?

Consumers and the Broadband National Plan: Who WIll Ensure Quality of Service and How WIll Those Efforts be Supported? State utility regulatory commissions are facing changes in the quality of traditional narrow-band voice telephone service as carriers deploy broadband, IP networks. This trend will likely continue as the National Broadband Plan is developed. But state commissions have traditionally done that using assessments on intrastate "telecommunications" revenues. What happens to those service quality measures and the intrastate revenues used to ensure quality of service? How does one measure, enforce, and obtain the resources needed to ensure quality of service in an "information" service world? This panel will examine the subject and possible solutions.

Can You Hear Me Now? What Is the Third Way and What Role Will States Play? Expanding broadband services to all Americans is the central facet of the Federal Communications Commission's National Broadband Plan. A key element of this expansion is whether and how these services should be regulated. The past 10 years has seen a dual approach, with some services considered "information" and solely under the FCC's jurisdiction, with others considered "telecommunications" and subject to both FCC and State authority. As the FCC attempts to take broadband services all over the country, should this expansion be regulated? What is the "Third Way" proposed by Chairman Genachowski? Is it needed to implement the National Broadband Plan? What role should State regulators play in meeting the FCC's goals? This panel will explore the legal, political, and practical aspects of the regulatory structure.

Global Water Issues and Local Solutions According to the World Health Organization's 2000 Assessment, an estimated one-sixth of the world's population (1.1 billion people) lack clean water and about two-fifths lack adequate sanitation. In response to the global need for improved potable water supplies, students in the Graduate Program of Hydrologic Sciences at the University of Nevada, Reno founded the Student Assocation for International Water Issues (SAIWI). SAIWI's mission is to increase access to clean drinking water for those in need through sustainable water resources development projects that education and empower communities. SAIWI focuses on education and training locals to maintain and enhance their water resources.
SAIWI will be providing education about current and future water problems and how low-cost technologies can be implemented to enact change.
